About Cyber Forsensics & Digital Evidence Examiner's Laboratory:

Cyber Forensics & Digital Evidence Examiners’ Laboratory has been set up at SDF Building 1st Floor, Sector-V, Salt Lake, Kolkata-700091 vide West Bengal Govt. Notification no. 1309/HHA-11012 (29)/11/2020-PM SEC - Dept. of Home & Hill Affairs Dated, Howrah, the 16th July, 2020. The laboratory was inaugurated by our Hon'ble Chief Minister, West Bengal on 8th September, 2020.

Function of CFDEEL:

Following a brief period of suspension pending further directives (Notification No. 2558-PL/PB/14M-04/15 dated November 7, 2023), a refined proposal was articulated under Memo No. 50/ORG dated January 19, 2024. Subsequently, after meticulous consideration, the Governor mandated the implementation of WB-CCW in accordance with the original October 17, 2023 notification, albeit with specific modifications.

Under these directives, the administrative functions of the Cyber Patrol Cell and Cyber Crime Cell were retained within the Criminal Investigation Department (CID), West Bengal. Concurrently, the oversight of the Cyber Forensic and Digital Evidence Examiners Laboratory (CFDEEL) unit was transferred to the Additional Director General (ADG) of WB-CCW, while the Emergency Response Support System (ERSS) was integrated into WB-CCW operations.

The CFDEEL laboratory has been created primarily to cater the need for digital forensic examination within the state as its demand is increasing day by day.

The CFDEEL laboratory has been notified by the Central Government as ‘Examiner of Electronic Evidence’ under Section 79A of the Information Technology Act 2000 on 8th Aug, 2023 with the following scope:

          i. Computer (Media) Forensics excluding Floppy Disk drive

          ii. Mobile Device Forensics
